This record book was kept by William Cromwell, a Frankfort, Kentucky attorney and master commissioner of the Franklin [County] Court of Common Pleas. The book contains financial records of cases which came before the court, and Cromwell's daybook as an attorney. The daybook entries include case information as well as notations of his residence costs and household expenses.

William C. Cromwell was born in Atlanta, Georgia. After graduating from Emory University, he worked as a police officer in Atlanta before enlisting in the Air Force. He earned his master's degree (1965) and doctorate (1968) both in international relations from American University. He began teaching while in graduate school and worked at AU until he retired in 1999.
